The Legislature sent 75 chapters of law to Gov. Tim Walz during the 2023 legislative session, 74 chapters became new law, one was vetoed. The League’s 2023 Law Summaries will help you understand how these new laws will affect cities.

Variety of issues covered
This year’s new laws contain many items of interest to cities, including passage of legalized adult use cannabis, paid family medical leave, earned sick and safe time, public safety PTSD Duty Disability legislation, repeal of the local government compensation cap, as well as extensive other policy and funding provisions for cities.
The section on “Bills That Did Not Become Law” covers several bills that did not pass, including the highly contested zoning/land use preemption bills.
